All of this means more cost for everyone involved and will it truely make beef any safer? This can also be said about all types of anamials and fowl. It should be paid for by the producers that are exporting items and not by small producers. The increase in money that will be spent by the small-scale producer may be the difference in profit and bankruptcy. The countries that have implemented mandatory programs have all seen the cost skyrocket. Ask a small producer in Australia what they think of mandatory animal ID systems and you might get an earfull and an eye opening response. The vast majority of food borne illness comes not from the farm, but from the manufacturing side of things. Why make everyone pay for that? Why should the average rancher, cow/calf operator, or stocker feel the burden? Make it the responsibility of the ones making the mistakes.
